There are several possible approaches to the States field when adding an Address Type.
Simple #
One state per line:
Australian Capital Territory
Northern Territory
New South Wales
Queensland
South Australia
Tasmania
Victoria
Western Australia
Comma-separated:
Australian Capital Territory,Northern Territory,New South Wales,Queensland,South Australia,Tasmania,Victoria,Western Australia
Do not put spaces after the comma – the space will be included in the next item
Key/Value #
If you need to display a label to the user but transmit a value (eg. a state code), separate the key and value with a vertical bar, key first:
ACT|Australian Capital Territory
NT|Northern Territory
NSW|New South Wales
QLD|Queensland
SA|South Australia
TAS|Tasmania
VIC|Victoria
WA|Western Australia
You can also use comma separation for key/value formatted states:

Grouped #
For groups, use a semicolon after the group label. The group label will be displayed as an optgroup.
Individual states within the groups must all be on the same line as the group label.
